Students must have their school life with same uniforms. So,throwing
wheat flour to their uniforms means that they become free or get freedom..
In other words, it means that their uniforms are burned at the stake. The
reason they select white wheat flour is their uniforms are black color
bacically. Recently they throw not only wheat flour but also raw eggs and kechup
and so on(x_x)
But Education Office takes a opposite attitude for this
because of being able to be some accidents or troubles.
